Stephen is a Civil Engineer with 24 years of industrial experience. He has a Bachelor’s degree in Civil
Engineering and a Master’s Degree in Water Science and Engineering. His fields of expertise include water
supply planning, design, implementation, operations and maintenance; integrated water resources
management, sanitation, solid waste management and building construction.
Before joining the private sector, Stephen worked as a water supply and sewerage engineer for National Water and Sewerage Corporation, the Country’s largest Water Utility Company. He has been a team member, project manager and coordinator on several water supply development, WASH, water resources management and building construction projects.
Stephen has consulted with reputable national and multilateral agencies such as KCCA, MWE, GIZ, World Bank,
Water for People, and Rotary Club of Kampala North among others. In addition to having international
exposure, Stephen has participated in assignments outside of Uganda in Rwanda and Sierra Leone.
He is also experienced in the tendering process right from solicitation of providers through to evaluation and contract administration under the PPDA guidelines. Stephen is highly computer literate and has excellent analytical and report writing skills. Stephen is the Managing Partner of NACOBA Consultants Ltd.
